2017 Tentative Sullivan County Budget Filed
Funds Construction of New County Jail
Includes Creation of Division of Environmental Sustainability, Beautification and Recreation
Addresses Critical Infrastructure Needs Facing the County

(Monticello, NY 4:30pm) - Sullivan County Manager Joshua Potosek issued the following statement:

“The 2017 Tentative Budget fully funds the construction and eventual operation of a new county jail and Sheriff’s administration building. What was years ago, feared to cost over $100 million dollars and a resulting tax increase in the double digits, now will require a 4.77% tax increase. Meaningful investments have also been included for infrastructure, economic development, public safety, organizational efficiency, and various quality of life issues while maintaining our fund balance levels well in excess of a level recommended by rating agencies and by our own Fund Balance Policy.”

“The recommended budget provides sufficient funding for road maintenance to address approximately 23% of County highways through paving or surface treatment. It also calls for investments in our County facilities that would result in reduced operational and maintenance costs as well as improved building security.”

“I have included the creation of a new County division in the 2017 Tentative Budget. The Division of Environmental Sustainability, Beautification and Recreation would include the Office of Sustainable Energy and the Department of Parks, Recreation and Beautification. The proposal to include these two departments in the newly created division stems from the synergy that exists between the preservation of our environment and natural resources and the development of the County’s recreational opportunities.”

“Resources have been allocated to important initiatives such as the establishment of a Land Bank, investment in GIS as a business retention and attraction tool, and addressing property blight. Additional administrative resources have been allocated in Public Health to increase the capacity of the organization in order to continue working towards improving the health of our County, and an allocation for the establishment of a comprehensive Employee Wellness Program has been included as well. Also, the budget provides additional resources for our Office for the Aging, Youth Bureau, and Veterans Service Agency to support the important work they perform”

2017 Tentative Budget Fiscal Summary

Total Budgetary Appropriations: $217,105,669
Property Tax Levy: $61,386,989
(Includes $2,200,000 allowance for 2018 Debt Services for the new jail and Sheriff administrative building)
Increase in Property Tax Rate: 4.77%
Increase in tax liability for $100,000 of assessment: $53.43 per year
Sales Tax Anticipation: $38.5 million

Potosek added, “I strongly believe that the initiatives that I have outlined and included in the 2017 Tentative Budget will help to improve the quality of life of our community. I look forward to working with the Sullivan County Legislature to see these projects through to fruition.”
